NCIS Star Arrested On Suspicion Of Felony Battery

According to our sources ... police responded to a 911 from a neighbor who claimed Fisher choked him out after an argument about laundry turned physical.

We're told the neighbor was hanging towels outside ... when Fisher confronted him about it. The alleged victim told police Fisher suddenly became violent and choked him -- but he managed to escape Fisher's grasp and called 911.

Cops raced to the scene -- where Fisher was arrested for felony battery. The other man was taken to a nearby hospital.
