Photographer Paul Raef was the first person to be prosecuted under California's new "paparazzi" law but the judge dismissed the charges citing a problem with the law, according to Reuters. Los Angeles Superior Court Judge Thomas Robinson reportedly said that the 2010 law was "overly inclusive," and that the law "sweeps very widely and would increase the penalties for reckless driving" in unintended cases, Robinson said. A rep for the Oneida County District Attorney's Office says it is dismissing all criminal charges against Jon's 19-year-old daughter Stephanie Bongiovi as well as the 21-year-old male student allegedly involved with Stephanie's overdose. TMZ broke the story ... Stephanie was arrested after being treated by emergency medical personnel following the alleged overdose at a Hamilton College dormitory. Cops claim a drug task force found small quantities of heroin in the dorm room ... along with marijuana and drug paraphernalia. more on this story
The alleged incident went down at Kimball's Carnival in East Oakland around 3 AM. The details surrounding the alleged battery are unclear. Sources tell us ... Katt was brought to a police station for questioning. Williams is no stranger to the police -- he was detained in L.A. back in October after allegedly pulling a gun on actor Faizon Love. He was released from custody without charges. Cops in Atlanta had also issued an arrest warrant for Katt back in 2010 over an alleged battery at a 4 Seasons Hotel. more on this story

The 5-minute clip focuses on Minnie Mouse's quest to find the perfect holiday dress. Soon her imagination takes over and she is whisked off to a special Paris fashion show featuring celebs like Gaga, Sarah Jessica Parker and model Naomi Campbell. more on this story
The rumors says Britney is a nagging soon-to-be wife and always makes Jason "check in with her" and Jason hates it! Us Weekly claims that Jason will "put [Britney] on speakerphone so friends can hear her nagging." TMZ has learned ... Bieber had a driver take him to LAX Wednesday night, where they picked up Selena ... and drove over to her home. We're told Bieber spent the night there. The next morning, the two rode to the Four Seasons Hotel in Beverly Hills ... but entered the building at separate times, presumably so no one would snap a shot of them together. As we previously reported, Selena had been dead set on cutting Bieber out of her life, even blocking him on her cellphone. more on this story

Russell quickly jumped out of his car and helped the homeless man pick up the stuff and place it back in the cart. The homeless man wasn't hurt -- and went on his merry way. It's Russell's latest homeless person encounter.

The package features sixteen tracks, all radically reworked, spanning Kylie's 25 year career. The album was recorded in London's legendary Abbey Road Studios with Kylie's band and a full orchestra. Randy's manager Sam Spira tells TMZ, he was driving to a friend's house several days ago when "without any warning, my BMW X6M burst into flames, exploded and was completely totaled." Sam says, "I can best describe the event as a very loud bang while going about 10 miles an hour -- there was a speed bump that I slowed down for -- followed by an immediate giant engine malfunction light and flames coming out from the front and under the car." And if that wasn't scary enough, Sam says his young daughter was in the passenger seat -- and the passenger door wouldn't open. So Sam had to grab his daughter and pull her out the driver's side, burning himself in the process. Seconds later, Sam says the car exploded and was immediately engulfed in flames. Spira adds, "Had we been traveling on the freeway, we would probably all be dead." Firefighters arrived to the scene moments later to extinguish the blaze. To make matters worse, Spira says his BMW dealership has not yet inspected the car to determine why the engine exploded -- and the BMW corporation is ignoring his phone calls. Spira tells us, he plans to sue if the company doesn't do something soon. Randy Couture tells TMZ, "I was really shocked to see the pictures and video of my manager's bad-ass BMW X6M on fire and exploding � a BMW that I drove in many many times. I am just glad that he and his children got out alive." Watch the video here.
According to law enforcement, Holdsclaw turned herself in to Atlanta police this afternoon and was arrested at the station. She's currently being held on $10,000 bail. As we reported, an arrest warrant was issued for Holdsclaw after the alleged altercation with her ex Jennifer Lacy -- also a WNBA player -- on November 13th. Lacy told cops Holdsclaw had followed her after she finished a workout Tuesday afternoon -- and when Holdsclaw finally caught up with Lacy, she attacked Lacy's car with a baseball bat. Lacy told police Holdsclaw then reached inside her car with a loaded gun and fired before fleeing the scene. No one was injured. more on this story
As we reported, Rossi sued her ex Jay Photoglou for defamation and other things back in 2010 -- claiming he trashed her in the media. It went back-and-forth forever, but yesterday, a jury decided in Rossi's favor -- awarding her half a mil in damages. Jay got nothing. Gretchen may still get more money too if the jury decides to award her punitive damages as well. more on this story
DVD -- who played Bert in the 1964 classic -- was out in Malibu this week ... and told TMZ he was super-excited about Tom Hanks playing Walt Disney in an upcoming movie about the making of "Mary Poppins." But Dick explained ... there was some MAJOR DRAMA behind the scenes, telling us author P.L. Travers -- who created the Mary Poppins children's books -- battled Disney for 20 years before begrudgingly allowing him to make the film. "She didn't want to do it," Van Dyke says ... "She just hated the idea ... she hated Julie [Andrews] and she hated me." In fact, Travers hated the movie so much, she put it in her will that no Americans shall ever be granted permission to work on a Poppins project ever again. more on this story
